Background The TAE Training Package was last reviewed in 2015 and endorsed in 2016. Since then, the VET teaching, training and assessment landscape has dramatically changed. As a result, the Education Industry Reference Committee (IRC) have undertaken a comprehensive, holistic review of the Training Package to ensure that it better aligns with the current (and emerging) skills needs of the sector and provides greater pathways into the profession. The review has produced two new qualifications, with associated updates to current units of competency and the addition of new units to enable greater flexibility and choice for participants and improved “fit” for registered training organisations (RTOs). The new qualifications are: TAE40122 Certificate IV in Training and AssessmentTAE50122 Diploma of Vocational Education and Training The Case for Endorsement and accompanying documents for Version 5 of the TAE training package were approved by the Australian Industry and Skills Committee (AISC) on 8 November 2022. The AISC are currently responsible for national training package product development within the Vocational Education and Training (VET) sector. However, they will be replaced in 2023 by new Industry Clusters in combination with an independent Training Package Assurance function established by the Department of Employment and Workplace Relations (DEWR). Following the November meeting, the proposed new training products were endorsed by Skills Ministers on the 18th of November 2022. Following this endorsement, PwC’s Skills for Australia on behalf of the Education Industry Reference (IRC)* will upload the training package to training.gov.au, with release anticipated during the week commencing 5 December 2022. Latest News 19 January 2023MRWED has TAE40122 Certificate IV in Training and Assessment on scope READ MORE TAE40122 Certificate IV in Training and AssessmentThis qualification will meet the minimum education requirement for trainers and assessors operating without supervision in applicable regulated VET environments (such as TAFE Institutes and private RTOs). It will supersede but be equivalent to TAE40116 Certificate IV in Training and Assessment. Furthermore, the Skills Service Organisation charged with the development of the TAE Training Package (PwC Skills for Australia) and the Education Industry Reference Committee, have consistently outlined their preference that holders of TAE40116 should continue to meet the requirements for Trainers and Assessors under the Standards for RTOs. As such, no mandatory “upgrades” have been proposed for the existing VET workforce and currently enrolled TAE40116 students can complete their qualifications with the confidence that they will be able to meet the necessary credential requirements to work as a trainer and assessor. What is changing? The TAE40116 qualification is currently comprised of 10 units, with 9 core units and 1 elective unit. In comparison, the new TAE40122 qualification will be made up of 12 units, consisting of 6 core units and 6 electives. This will allow for unprecedented choice and the ability to specialise in different focus areas. Following are the proposed new packaging rules.TAE40122 CERTIFICATE IV IN TRAINING AND ASSESSMENT PACKAGING RULESTotal number of units = 126 core units plus6 elective units, of which: At least 3 must be from Group AThe remaining may be any elective unit listed belowUp to 2 may be from any currently endorsed Certificate III or above training package qualification or accredited course; of these, no more than 1 may be selected from a Certificate III. Elective units chosen must be relevant to the work environment and the qualification, maintain the integrity of the AQF alignment, not duplicate the outcome of another unit chosen for the qualification, and contribute to a valid vocational outcome for entry-level VET teachers, trainers and assessors. It will supersede but unlike the Certificate IV program, it will not be equivalent to the previous iterations. However, the prior qualifications can still be used to meet the credential requirements for trainers and assessors. TAE50122 aims to reflect the diverse roles of experienced workers operating in the VET sector. This includes: Advanced training and assessment job roles where individuals are responsible for delivering training and assessment services, including promoting innovative practices and leading other VET teachers, trainers and assessors.Design and development job roles where individuals are responsible for designing and developing training and assessment strategies, usually for registered training organisations (RTOs), including analysing training needs and designing training solutions and products to meet industry standards and compliance requirements.VET leadership job roles where individuals are responsible for providing mentoring, guidance and advice to entry-level VET teachers, trainers and assessors, including supporting quality and compliance operations. What is changing? Primarily, the former diploma qualifications are being collapsed into a single diploma program. In fact, the TAE50122 Diploma of Vocational Education and Training will offer three different specialisations to reflect the wide range of job roles undertaken by experienced individuals within the VET sector. The TAE50116 and TAE50216 qualifications are presently comprised of 10 units. Whereas the new TAE50122 qualification will be made up of 12 units. Further to this, there will be greater choice of electives than ever before, with only 3 core units and 9 electives forming the basis of the qualification. Following are the proposed new packaging rules.TAE50122 DIPLOMA OF VOCATIONAL EDUCATION AND TRAINING PACKAGING RULESTotal number of units = 123 core units plus9 elective units, of which: At least 5 must be from the chosen specialisation group A, B or CThe remaining may be any elective unit listed belowUp to 2 may be from this or any currently endorsed training package qualification or accredited course, provided that no more than 1 of these 2 units is from a Certificate IV qualification.
