What is TAE40110?

TAE40110 is the new Certificate IV in Training and Assessment. The qualification is detailed in the TAE10 Training and Education Training Package, which was endorsed by National Quality Council (NQC) of Australia on the 12th May 2010. It replaced the previous Training and Assessment Training Package (TAA04). TAE10 was developed (in collaboration with industry) by "Innovation and Business Skills Australia" (IBSA), a National Industry Skills Council.

The new Certificate IV in Training and Assessment TAE40110 was added to MRWED's scope of registration on the 5th of July 2010. At its core, the principles within the new Certificate IV in Training and Assessment (TAE40110) remain the same as the previous Certificate IV in Training and Assessment (TAA40104) qualification. According to Innovation and Business Skills Australia (IBSA), these qualifications are equivalent in broad content and outcomes.

Can we Upgrade from TAA40104 to TAE40110?

MRWED Training and Assessment offers Australia's most competitive TAE10 Upgrade to the new TAE40110 Certificate IV in Training and Assessment for current holders of the existing TAA40104 qualification. Our pricing as at Monday 1st August 2011, including assessment and issuance, is:

  • TAA40104 Graduate from MRWED - $90
  • Graduate from another training provider - $150

How do we Upgrade from TAA40104 to TAE40110?

There are three prerequisites for participating in an upgrade from TAA40104 to TAE40110 using the pricing schedule shown above.

1. The applicant must have obtained TAA40104.

2. The Units of Competency that the applicant completed in TAA40104 must map across to TAE40110. The good news for MRWED graduates is that the Units of Competency MRWED delivered in all modes of study do map across to the Units of Competency in the new qualification. This may not be the case for students who completed their previous training with other providers, as some delivered alternative TAA40104 Elective Units that have not mapped across to TAE40110.

3. The applicant must provide additional evidence substantiating the currency of their training and assessment skills and knowledge.

If we cannot map the Units you obtained in TAA40104 across to TAE40110 then further study may be required where full competency cannot be awarded (additional costs may apply).

What Additional Evidence is required for the Upgrade?

MRWED has not been prescriptive in mandating a specific type of evidence to satisfy this requirement. The choice is yours as to how much evidence and what types of evidence you submit.

Suggested additional evidence items include:

  • CV / Resume
  • Evidence of Recent Professional Development
  • Third Party Verification
  • Position Description
  • Work Documents

Do I have to Submit All of these Additional Evidence Items?

No! It is likely, especially for applicants who completed their TAA40104 relatively recently (within say the last 2-3 years) that they will be able to satisfy the additional evidence requirements by submitting as few as 1-2 items from this list. Additionally, applicants should not be discouraged from submitting other items of relevance that are not on this list.

Why is Additional Evidence required for the Upgrade?

TAA40104 is now in teach-out phase and students can no longer be enrolled in that qualification. The qualification has now been superseded. Considering that students started obtaining TAA40104 in 2005, Registered Training Organisations like MRWED are obliged to ensure that applicants upgrading from TAA40104 to TAE40110 satisfy the currency requirements to be awarded the new qualification. Innovation and Business Skills Australia (IBSA), developers of the TAE10 Training Package, explain this in their Self-assessment tool for TAE40110 by stating:

"The mapped equivalence provides a basis for gaining the TAE40110 units, but you must demonstrate current vocational competence.... This means that, unless you have recent training and assessment experience, you might need to undergo further training or experience to gain currency."

What is the Process for Obtaining the Upgrade?

Applicants are required to submit the following documents.

1. A signed Enrolment Form - TAE40110 Enrolment Form v3-4

2. Applicants who obtained TAA40104 with an alternative provider must submit a copy of their Certificate and Statement or Results / Transcript, so that a mapping analysis can be undertaken. MRWED graduates do not have to submit this information as we confirm your course completion against our certification records.

3. Additional evidence substantiating the currency of the applicant's training and assessment skills and knowledge. The recency of your evidence is very important. Additionally, it should be much easier to demonstrate currency if your completion of TAA40104 was relatively recent (say within the last 3 years compared to 6 years ago).

MRWED requests that all the documents listed above be submitted together. After receiving all your documents, the MRWED staff will then review them, validate the applicant's previously completed Units and then map them against the new qualification, and review the additional evidence to verify currency.  This process can take 5-10 days. After the initial assessment, if eligibility for obtaining TAE40110 is identified, then the applicant's payment will be processed and after obtaining all required evidence their new qualification will be issued within the next 7 days.

What happens if Competency cannot be Achieved?

If the mapping analysis (for non-MRWED graduates) or the review of currency reveal that competency is not yet achieved, a MRWED staff member will contact the applicant with requirements and revised pricing to complete certification. At that stage, the applicant has the choice of either cancelling their enrolment without incurring any cost or proceeding forward towards certification by supplying more evidence or undertaking training.

What is the difference between TAA04 and TAE10?

This version of the Training Package represents an evolution much like that which occurred with the move from BSZ98 to TAA04. The package now represents a framework of qualifications catering for those who operate across the breadth of the professional levels of VET.

Certificate IV in Training and Assessment has been reviewed and contains changes that reflect improvements as a consequence of the extensive delivery over the past 6 years, consideration of current best practice, and editing of content intended to place the units into an appropriate context. The new course will move from 14 units (12 Core and 2 Elective) to 10 units made up of 7 core and 3 electives. In fact there is a collapsing of 4 units into 2 and an integration of 3 existing units into the 7 new core units. Therefore, the  TAE40110 content and competency requirements are deemed equivalent to the present TAA40104 qualification.

As mentioned previously, the ISBA (who developed the TAE10 Training Package) explain: "One issue of particular interest has been the status of the revised Certificate IV in Training and Assessment in relation to the current Certificate IV (TAA40104). IBSA’s position is that these qualifications are equivalent in broad content and outcomes". (IBSA link here)

The Diploma in Training and Assessment remains unchanged. Two new qualifications at the vocational graduate level have been introduced to the package in language, literacy and numeracy reflecting the needs for professional level development in this area. Four qualifications have been relocated from the BSB07 Business Services Training Package, that focus on management (learning) and international education services. The Training and Education Training Package is considered to be a more appropriate location for these qualifications and their presence represents a logical complement to the career pathways for professional career development in VET.

The ISBA stated: At the January meeting IBSA and the states and territory representatives discussed the proposed move of the Diploma of Training and Assessment (TAA50104) from the TAA04 training package to the new Training and Education Training Package. It was decided that in light of the disruption and administration for RTOs associated with recoding units and qualifications, for what will be a short time period until the Diploma has been reviewed, that the TAA04 training package, with the Diploma as the only qualification, will be retained. In the interim the two training packages will be represented as being associated training packages. It is anticipated that the revised Diploma will be endorsed late in 2010 at which stage it will appear in the Training and Education Training Package. (IBSA link here)

What is the actual name of the NEW Certificate IV?

The new TAE40110 Certificate IV qualification continues to be known as the Certificate IV in Training and Assessment even though it is packaged in the new 2010 Training And Education Training Package (TAE10). There is a total of seven qualifications in the TAE10 Training Package including the new TAE40110 Certificate IV in Training and Assessment as listed here by Innovation and Business Skills Australia (IBSA are the developers of TAE10).

You may have seen marketing materials or advertising referring to the new qualification as the "New Cert IV TAE" or the "Certificate IV in Training and Education", however these terms are incorrect and misleading. It is disappointing to see this confusion in the market as the IBSA have been very clear on the name of this important qualification. For more information please visit the IBSA link here.

It is not uncommon for qualifications to keep the same name when being updated from one training package to the newer version. To use a different example, when the Business Services training package of 2001 (BSB01) was superseded by the new BSB07 many of the updated qualifications such as the Diploma of Business kept their exact same qualification name BUT the qualification codes were changed to reflect the update from BSB50101 to BSB50207.

Do I need to upgrade my Cert IV TAA40104?

On 8th December 2011 the National Skills Standards Council (NSSC) issued a determination titled "Training and Assessment Competencies to be held by Trainers and Assessors", which is relevant to states using the AQTF Standards and those states and territories that have adopted the VET Quality Framework. The statement included the following:

The National Skills and Standards Council has determined that from 1 July 2013:

  • TRAINERS MUST hold the TAE40110 Certificate IV in Training and Assessment from the TAE10 Training and Assessment Training Package as a minimum qualification or be able to demonstrate equivalence of competencies (and other stipulations related to vocational competency and currency).
  • ASSESSORS MUST hold the TAE10 Assessor Skill Set or be able to demonstrate equivalence of competencies (and other stipulations related to vocational competency and currency).

The information above is only a snapshot of some of the determination. MRWED recommends that anyone seeking information about whether or not to upgrade from a previous training and assessment qualification read the full determination. Who should consider studying the new Certificate IV TAE40110?

This qualification assumes the learner is engaged in training, education or has a vocational skill which is intended to teach. Jobs associated with this qualification may include:

After completing the Certificate IV in Training and Assessment TAE40110 candidates may undertake TAA50104 Diploma of Training and Assessment. Candidates may also choose to undertake TAE70110 Vocational Graduate Certificate of Adult language, Literacy and Numeracy practice.

What does all this jargon mean to me?

PLEASE NOTE: ADDITIONAL UNITS LISTING ON STATEMENT OF RESULTS POLICY (BELOW)
MRWED students reserve the right to study excess units in addition to the minimum number required to obtain their selected qualification, whether that be TAE40110 or TAA50104. However, completion of these additional units requires payment of the usual fees for obtaining training and/or assessment by MRWED in these units.  MRWED does not include additional units on a Statement of Results over and above the minimum required for the qualification in cases where recognition for those additional units (or equivalent units) have been previously issued by another training provider. MRWED Statements of Results will only list units additional to the minimum number required to obtain their selected qualification after receipt of full payment to MRWED of fees for obtaining the additional training and/or assessment of these units. In cases where credit transfer is achievable for these additional units the service fee for MRWED including these additional units on the Statement of Results will equal MRWED’s RPL pricing. As an example, if a student is eligible to receive their TAE40110 through MRWED and it would appear that they are also eligible for credit transfer or recognition of two additional units these units will not be included onto the MRWED Statement of Results without payment corresponding to MRWED’s usual fee for RPL for two units of competency. As at 1 July 2011 this fee is $90 per Unit of Competency. The MRWED Code of Conduct is available upon request.
